A tourist, the leader of a biker gang and his sister all have a run in with each other and then end up getting involved in a secret experiment being performed on a group of children. The film has a long build up setting up the inter-play between the main characters before the stumble into the secret bunker where the experiment is being carried out. The film played into the cold war paranoia of how to survive a nuclear holocaust.
