Comment
An agent from the EPA (Steven Seagal) goes undercover in rural Kentucky to expose a business man (Kris Kristofferson) who is dumping toxic waste in a mine. Whilst he is there he strikes up a relationship with Marg Helgenberger who both helps him and has a past that complictes the situation. Steven Seagal plays his usual character, but with a good supporting performance from Marg Helgenberger as a dowdy but strong character. The biggest problem with the film is that the story is too contrived to be convincing.
